Victor Scott Terrill, a 41-year-old resident of Landover, Maryland, has been charged in a 10-count superseding indictment filed in the U.S. District Court. The charges include first-degree murder while armed and other related offenses, according to announcements made by U.S. Attorney Edward R. Martin, Jr., FBI Special Agent in Charge Sean Ryan from the Washington Field Office Criminal and Cyber Division, and Chief Pamela Smith of the Metropolitan Police Department.

The charges arise from an incident on February 23, 2024, which involved the fatal shooting of a man identified as R.C., and the nonfatal shooting of another individual. At that time, Terrill was out on pre-trial release for another matter being handled by the D.C. Superior Court.

Initially arrested on February 29, 2024, Terrill faced charges related to the shooting of a District Housing Authority Police Officer at an apartment building in Washington's Navy Yard neighborhood. These charges included assaulting a law enforcement officer (felony) while armed and unlawful possession of a firearm and ammunition by a felon. A Smith & Wesson .40 caliber handgun was recovered following his arrest and linked to both the murder and nonfatal shooting incidents on February 23.

Regarding these events, Terrill faces several specific charges: one count of first-degree murder while armed (premeditated), one count of unlawful possession of a firearm and ammunition by a felon, one count of possession of a firearm during a crime of violence for the fatal shooting; one count each for assault with intent to kill while armed, assault with significant bodily injury while armed; as well as possession of a firearm during a crime of violence concerning the nonfatal shooting. Additionally, he is charged with committing these offenses while on pretrial release.

The investigation into this case is being conducted by the FBI Washington Field Office's Violent Crimes Task Force along with MPD. Prosecution efforts are led by Assistant U.S. Attorneys Ariel Dean, Justin Song, Meredith Mayer-Dempsey alongside Special Assistant U.S. Attorney Brendan Horan for the District of Columbia.
