Webster woman charged with Medicaid fraud involving transport service

Ashley Jackson, a 36-year-old resident of Webster, NY, has been arrested and charged with health care fraud, according to an announcement by Acting U.S. Attorney Joel L. Violanti. The charge could lead to a maximum penalty of five years in prison and a $250,000 fine.

Assistant U.S. Attorney Richard A. Resnick is handling the case. The criminal complaint alleges that Jackson was the sole owner of Roc City Transport in Webster and that between February 2018 and November 2022, she submitted fraudulent claims for Medicaid reimbursements related to non-emergency transportation services purportedly provided by her company.

The complaint specifies that Jackson allegedly submitted reimbursement claims for transportation trips that were never carried out. It is also claimed that individual rides were falsely billed as group rides and kickbacks were paid to beneficiaries who drove themselves to appointments instead of using Roc City's services. Most beneficiaries transported by Roc City reportedly traveled to methadone clinics in Rochester up to six times weekly.

Roc City Transport is accused of fraudulently billing Medicaid approximately $40,123.29.

The investigation leading to these charges was conducted by the Federal Bureau of Investigation under Special Agent-in-Charge Matthew Miraglia's direction.

It should be noted that the charge against Jackson is merely an accusation at this stage; she remains presumed innocent unless proven guilty in court.
