Two companies, ASL Singapore Shipping Limited and Jia Feng Shipping (Fuzhou) Limited, have admitted to environmental violations and obstruction of justice. The charges are related to the falsification of the Oil Record Book of their vessel, M/V ASL Singapore. This plea was entered on February 20, 2025, before U.S. District Judge Jay C. Zainey.
Acting United States Attorney Michael M. Simpson announced that both companies were fined $1.85 million as part of a court-approved plea agreement and are now prohibited from operating in the United States.
The case originated from a routine inspection by the U.S. Coast Guard which uncovered that the crew used unauthorized equipment to discharge oily bilge water illegally. The inspection revealed fraudulent entries in the vessel's Oil Record Books, hiding illegal discharges since at least June 2023.
Fei Wang, the ship’s Chief Engineer and a Chinese national, faced separate charges and pled guilty on January 24, 2025.
ASL Singapore Shipping Limited is based in The Republic of the Marshall Islands while Jia Feng operates out of China. Both corporations faced two felony charges: violating the Act to Prevent Pollution from Ships (APPS) and obstruction of justice.
The investigation was conducted by the Coast Guard Investigative Service and EPA Criminal Investigations Division with support from U.S. Coast Guard Sector New Orleans. Assistant U.S. Attorneys Christine M. Calogero and G. Dall Kammer are handling prosecution duties for this case.
