Three cartel leaders extradited from Mexico face charges in Arizona

Jose Bibiano Cabrera-Cabrera, Jesus Humberto Limon-Lopez, and Jose Guadalupe Tapia-Quintero have been brought into U.S. custody from Mexico. The three individuals appeared in court last week following their transfer on February 27, 2025.

The defendants are linked to major drug cartels that have been designated as Foreign Terrorist Organizations and Specially Designated Global Terrorists. These organizations include the Sinaloa Cartel, Cártel de Jalisco Nueva Generación (CJNG), Cártel del Noreste (formerly Los Zetas), La Nueva Familia Michoacana, and Cártel de Golfo (Gulf Cartel). They are accused of importing large quantities of drugs such as cocaine, methamphetamine, fentanyl, and heroin into the United States along with engaging in related violent activities.

Tapia-Quintero faces charges including conspiracy to distribute methamphetamine with intent to import it into the United States and several counts related to money laundering. He could face life imprisonment if convicted.

Limon-Lopez is charged with operating a continuing criminal enterprise and multiple drug distribution offenses involving methamphetamine, fentanyl, heroin, and cocaine. He also faces potential life imprisonment.

Cabrera-Cabrera's charges include conspiracy to distribute and import various drugs along with conspiracy to unlawfully export firearms and ammunition. Like his co-defendants, he could be sentenced to life imprisonment if found guilty.

The prosecution of these cases is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative. This initiative brings together agents from various agencies for collaborative operations targeting significant drug traffickers and transnational criminal organizations.

The OCDETF Arizona Strike Force includes personnel from Customs and Border Protection; Department of Homeland Security; Homeland Security Investigations; Drug Enforcement Administration; Federal Bureau of Investigation; Internal Revenue Service Criminal Investigations; United States Marshals Service; United States Postal Service; United States Postal Inspection Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; Arizona Army National Guard; Maricopa County Sheriff’s Office; Pima County Sheriff’s Office; Scottsdale Police Department. The case is being prosecuted by the U.S. Attorney's Office for the District of Arizona.

An indictment serves as an allegation rather than proof of guilt. All individuals are presumed innocent until proven guilty beyond a reasonable doubt in court proceedings.
