ICE deports convicted sex offender Napolean Ahmed Mbonyunkiza to Rwanda

U.S. Immigration and Customs Enforcement (ICE) has deported Napolean Ahmed Mbonyunkiza, a 56-year-old Rwandan national, back to Rwanda on March 4. Mbonyunkiza was previously convicted in the United States for sexual abuse in the third degree, neglect of a dependent person, and dependent adult abuse.

In 2010, charges were brought against Mbonyunkiza, who fled after being released on bond before his criminal court proceedings concluded. ICE later paroled him into the U.S. in 2013 to face these charges. During an investigation by ICE’s Human Rights Violators and War Crimes Center, it was discovered that he had connections with the Mouvement Republicain National pour la Democratie et le Developpement, linked to the Interahamwe militia involved in the Rwandan genocide.

Mbonyunkiza pled guilty to all charges in 2014 and received a maximum sentence of 30 years in prison but served only ten years. He was taken into ICE custody in January 2024 and placed into removal proceedings. An immigration judge ordered his deportation to Rwanda on April 15, 2024.

The Human Rights Violators and War Crimes Center is managed by ICE and includes criminal investigators, attorneys, historians, intelligence analysts, and federal partners working together to prevent individuals involved in war crimes or human rights abuses from finding refuge in the U.S. The center currently has over 180 active investigations related to suspected human rights violators from various countries.
