The Functional Government Initiative (FGI) and the Center for Renewing America (CRA) have announced the completion of a study aimed at identifying identity-based federal programs and policies, alongside recommendations to prevent their recurrence. This announcement was made in a press release dated March 10, 2025.
According to the press release, President Trump issued an executive order on his first day back in office to eliminate what he described as "radical and wasteful" Diversity, Equity, and Inclusion (DEI) programs within the federal government. In response, FGI and CRA released a report titled "DEI Spending in the Biden Administration," which tracks the scope and cost of DEI programs. The report identifies 460 programs across 24 agencies, with at least $1 trillion directed towards DEI initiatives.
The report further highlights examples such as the Department of Defense's integration of economic justice tools, FEMA's emphasis on making equity central to emergency management, and the Department of Labor's focus on equity in the workforce. FGI and CRA stress the need for Congressional action to prevent future administrations from reinstating DEI programs, proposing legislative measures to ensure these ideologies do not return.
"DEI is deeply rooted throughout all aspects of the federal government, and it needs to be eliminated completely," said FGI. They expressed gratitude that "the Trump administration has already embarked on a vitally necessary complete audit of each and every government program." They added that they hope their report provides additional resources and tools for both the new administration and Congress to identify, dismantle, and permanently remove DEI from federal operations.
