Remaining defendants plead guilty in Twin Cities fentanyl distribution case

The remaining defendants involved in a fentanyl distribution conspiracy in the Twin Cities have pleaded guilty, according to an announcement by Acting U.S. Attorney Lisa D. Kirkpatrick.

Court documents reveal that from August 2022 through December 2023, nine individuals—Phyu Win Jame, Amaya Tiffany-Nicole Mims, Da’Shawn Natori Domena, Cornell Montez Chandler, Jr., Robiel Lee Williams, Quijuan Hosea Bankhead, Stardasha Christina Davenport-Mounger, Fo’Tre Devine White, and Shardai Rayshell Allen—were involved in distributing fentanyl across the Twin Cities and Minnesota. The group allegedly traveled to Phoenix to procure fentanyl pills from suppliers. They concealed these pills inside stuffed animals and mailed them to various locations around the Twin Cities. A joint investigation by law enforcement agencies in Dakota, Ramsey, and Washington counties led to the seizure of over 30,000 grams of fentanyl pills across six packages.

Between August 6, 2024, and March 12, 2025, all defendants except Chandler appeared before Judge Jeffrey M. Bryan in U.S. District Court and pleaded guilty to one count of conspiracy to distribute fentanyl. Chandler was sentenced on November 14, 2024, receiving a federal prison term exceeding 13 years. Sentencing for the other defendants will be scheduled soon.

The case was investigated by multiple agencies including the U.S. Postal Inspection Service and Homeland Security Investigations alongside local drug task forces.

Assistant U.S. Attorney Campbell Warner is leading the prosecution.
