Hartford man indicted for drug distribution and firearm possession

A Hartford man, Ramon Luis Guzman, has been indicted by a federal grand jury on charges related to drug distribution and firearm possession. Acting United States Attorney for the District of Connecticut, Marc H. Silverman, and Anish Shukla, Acting Special Agent in Charge of the New Haven Division of the Federal Bureau of Investigation, announced the indictment.

The indictment was returned on March 13, 2025. Guzman was arrested and appeared before U.S. Magistrate Judge Thomas O. Farrish in Hartford where he pleaded not guilty to the charges and was ordered detained.

According to court documents and statements made in court, a search conducted on September 27, 2024, at Guzman's residence on Haddam Street revealed quantities of fentanyl, PCP, cocaine; firearms including a Sig Sauer .40 caliber pistol; a Glock 9mm pistol with a laser sight; a Springfield Armory .45 caliber pistol; and three loaded magazines. Guzman was initially arrested by Hartford Police on state charges.

It is also alleged that Guzman's criminal record includes state felony convictions for multiple drug offenses and robbery in Connecticut. Under federal law, individuals previously convicted of felonies are prohibited from possessing firearms or ammunition that have moved across state or national borders.

Guzman faces one count of possession with intent to distribute over 40 grams of fentanyl along with PCP and cocaine which carries a mandatory minimum sentence of five years up to a maximum of 40 years imprisonment. He is also charged with possession of firearms and ammunition by a felon which carries up to 15 years imprisonment.

Acting U.S. Attorney Silverman emphasized that an indictment is not proof of guilt: "Charges are only allegations, and the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt."

The investigation involves both the Federal Bureau of Investigation and the Hartford Police Department with prosecution led by Assistant U.S. Attorney Sean P. Mahard.

This case forms part of Operation Take Back America aimed at combating illegal immigration and transnational crime while safeguarding communities from violent crime through coordinated efforts within the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
