A federal grand jury has indicted Thomas Michael Davis, a 39-year-old resident of Yuba City, on charges of receiving child sexual abuse material. The indictment, announced by Acting U.S. Attorney Michele Beckwith, was returned on March 13, 2025, and became public following Davis's arrest.
Court documents reveal that Davis allegedly downloaded child pornography from the internet between May 2023 and January 2024. Davis also has a prior conviction for engaging in sexual conduct with a minor.
The investigation resulted from collaborative efforts between the Sacramento County Sheriff’s Office, the Yuba City Police Department, and the Sacramento Valley Hi Tech Crimes Task Force. Assistant U.S. Attorney Charles Campbell is overseeing the prosecution.
Should Davis be convicted, he faces a potential sentence of up to 40 years in prison, a mandatory minimum of 15 years, up to $250,000 in fines, and a possibility of lifetime supervised release. The actual sentence will be determined by the court, factoring in statutory guidelines and sentencing variables. It is important to note that the charges are allegations, and Davis is presumed innocent until proven guilty.
The case falls under Project Safe Childhood, a nationwide DOJ initiative launched in May 2006, aimed at combatting child sexual exploitation and abuse.
