U.S. Attorney Michael DiGiacomo announced that Norman Kelly, 68, of Albion, New York, pleaded guilty to the charge of receipt of child pornography. The guilty plea was entered before U.S. District Judge Lawrence J. Vilardo. The charge comes with a mandatory minimum penalty of five years in prison and a maximum of 20 years, along with a potential fine of $250,000.
Assistant U.S. Attorney Maeve E. Huggins, overseeing the case, revealed that Norman Kelly engaged in the receipt of illicit materials between March 12 and September 20, 2023. Kelly used his laptop to entice minors to participate in sexually explicit activities, for the purpose of creating images, which he then received over the internet. On March 12, 2023, he received an explicit image of a girl aged approximately 10-12 years. Additionally, on July 20, 2023, he obtained a video file involving an infant female between 1.5 to three years old. In total, Kelly possessed around 475 image files and 377 video files containing child sexual abuse material, including some with depictions of violence against minors.
The investigation was conducted by Homeland Security Investigations, under the leadership of Special Agent-in-Charge Erin Keegan. Further assistance in the investigation was provided by U.S. Customs and Border Protection and Homeland Security Investigations in Detroit, Michigan.
The sentencing is set for August 18, 2025, at 1:00 p.m. in front of Judge Vilardo.
