Ramon Randall, a 37-year-old resident of Washington, D.C., faces a felony second-degree theft charge following an indictment by a grand jury in the Superior Court of the District of Columbia. The charge arises from an incident that occurred on March 12, 2025, as announced by U.S. Attorney Edward R. Martin, Jr. and Metropolitan Police Department (MPD) Chief Pamela Smith.

The indictment was filed on April 9, 2025, and Randall's arraignment is set for April 29. According to evidence presented by the government, Randall entered a CVS store at 2009 8th Street NW, Washington, DC 20001, with a reusable bag on the day of the incident. The store manager observed him placing various items into the bag and subsequently contacted the police.

MPD officers, upon arrival, saw Randall moving suspiciously through the store and allegedly attempting to exit without paying. An officer familiar with Randall detained him as he left the store, during which Randall asserted, "I ain’t left the premises!" The confiscated items included several bottles of toothpaste, socks, and other goods, amounting to $133.27, which were returned to the store manager.

Due to Randall's history of two or more theft convictions, he faces enhanced penalties for the alleged theft, including a mandatory minimum jail sentence of one year for each count of theft charged.

The investigation was conducted by the Metropolitan Police Department in collaboration with the U.S. Attorney’s Office for the District of Columbia. The case is being prosecuted by Assistant U.S. Attorney David Liss.
