U.S. Attorney Michael DiGiacomo has announced the arrest of Victor Francisco Lucas, a 31-year-old Mexican citizen, on charges relating to the production of child pornography and the enticement of a minor. If convicted, Lucas could face a minimum of 15 years in prison, with a potential maximum sentence of life.
Assistant U.S. Attorney Evan K. Glaberson is handling the case, following reports that originated in January 2025. A mother contacted the National Threat Operations Center after suspecting her 12-year-old daughter was being groomed online. A deeper investigation revealed communication between the minor and Lucas, who had been posing as a teenager on social media and had attempted to induce the victim to send explicit photos. The mother's discovery included Lucas coercing the child to engage in explicit Facetime video calls.
Lucas resides in the United States without legal authorization. He was identified as an employee on a dairy farm located in Western New York. His first court appearance took place before U.S. Magistrate Judge Michael J. Roemer, following which he was detained.
The investigation was conducted by the Federal Bureau of Investigation, led by Special Agent-in-Charge Matthew Miraglia, in collaboration with the Niagara County Sheriff’s Office under Sheriff Michael Filicetti.
Authorities remind the public that charges are allegations, and the defendant remains presumed innocent until proven guilty.
