The United States Attorney’s Office for the Middle District of Pennsylvania has announced charges against Robert Haley, a 41-year-old resident of York County. A federal grand jury charged Haley on April 23, 2025, with producing and possessing child pornography.
Acting United States Attorney John C. Gurganus clarified that the indictment alleges that on March 29, 2021, Haley enticed an 11-year-old into sexually explicit conduct to create four videos. Additionally, it is alleged that Haley possessed a SanDisk 64 GB micro-SD card on March 20, 2025, containing child pornography images involving a minor under the age of 12.
The case is part of Project Safe Childhood, an initiative started in May 2006 by the Department of Justice. It aims to tackle child sexual exploitation and abuse via collaboration among federal, state, and local resources. Project Safe Childhood focuses on apprehending and prosecuting those who exploit children and identifying and rescuing victims.
The FBI conducted the investigation. Assistant United States Attorney Christian Haugsby is handling the prosecution.
If convicted, the maximum penalty under federal law is 140 years of imprisonment, potentially followed by lifetime supervised release, and a fine. Sentencing occurs after a guilty verdict, with judges considering federal sentencing statutes and guidelines.
It is crucial to note that indictments are merely allegations, and all accused individuals are presumed innocent until proven guilty in court.
