U.S. Immigration and Customs Enforcement (ICE) Philadelphia executed the removal of Jeovann Anthony Forde, a Jamaican citizen, back to Jamaica on March 27. Forde was wanted by Jamaican authorities on a murder charge, with an arrest warrant issued on February 22, 2022.
Acting Field Office Director of ICE Enforcement and Removal Operations, Brian McShane, commented on the removal: “Forde’s removal demonstrates ICE Philadelphia’s unyielding dedication to protecting public safety by addressing significant threats within our communities. This operation highlights the expertise and persistence of our officers in locating and apprehending individuals wanted for serious crimes, ensuring accountability and preventing further harm.”
Forde's entry into the U.S. was unauthorized, leading to his arrest by the U.S. Border Patrol near San Ysidro, California, on July 18, 2022. He was charged with inadmissibility under Section 212 of the Immigration and Nationality Act the following day and transferred to ICE San Diego on July 20, 2022. After his release via the Alternatives to Detention Program, Forde's status was updated by ICE Philadelphia as a pre-order absconder on June 27, 2023.
An immigration judge in Philadelphia ordered Forde's removal to Jamaica in absentia on July 24, 2023. He was also convicted of retail theft by the Montgomery County Court of Common Pleas on December 17, 2024, resulting in fines. ICE Philadelphia apprehended him the same day during a targeted enforcement operation, leading to his transfer to the Moshannon Valley Processing Center in Philipsburg, Pennsylvania. He remained there until his removal to Jamaica.
