Dominican national sentenced for violating Alien Registration Act

A Dominican national living in New Castle County, Delaware, has been sentenced to 30 days' probation for failing to inform the U.S. government of his change of address. The sentencing occurred on May 13, 2025, under the Alien Registration Act, as announced by Acting U.S. Attorney Shannon T. Hanson. The sentence was handed down by U.S. Magistrate Judge Laura D. Hatcher in the District of Delaware.

Court documents reveal that Wagner Rivera-Campusano, aged 27, was arrested by U.S. Immigration and Customs Enforcement (ICE) in 2023 and released on bail after providing an address in New York City. Rivera did not attend his immigration proceedings and was subsequently ordered removed from the United States in absentia. In September 2024, he relocated to Delaware without notifying federal authorities.

In April 2025, Rivera was convicted of a drug felony in the Superior Court of Delaware and later released into ICE custody. He faced federal charges for failing to notify authorities of his address change. It was made clear during court proceedings that Rivera is likely to be deported and will face increased penalties if he returns to the U.S., due to his state drug conviction.

As part of Operation Take Back America, the U.S. Attorney’s Office for the District of Delaware has filed 58 cases related to immigration and border security between January 20 and May 13, 2025—an increase of 800% compared to similar charges within the same period in 2024.
