On May 15, 2025, Kelly J. Rosemore was sentenced to 30 years in federal prison followed by life on supervised release. This sentence was handed down by Senior United States District Judge William C. Griesbach after Rosemore pled guilty to charges of child enticement and committing a felony sex offense against a minor as a registered sex offender.
Rosemore, aged 43, had been living in North Dakota where he was required to register as a sex offender due to a prior conviction from 2010 involving a minor. In late 2023, he began communicating with a 14-year-old girl from Wisconsin through an online platform. Over several months, he groomed the child by sending sexually explicit messages and photos without her family's knowledge.
In March and April of 2024, Rosemore traveled twice to Green Bay, Wisconsin, where he rented hotel rooms and sexually assaulted the girl. The assaults included violent acts such as restricting her breathing and restraining her wrists while taking explicit photographs of her blindfolded.
The victim reported the assaults to the Brown County Sheriff’s Office. Meanwhile, Rosemore returned to North Dakota and attempted to extort the girl by sending her an explicit photo she was unaware had been taken. An investigation led by the Brown County Sheriff’s Office Internet Crimes Against Children Task Force, with assistance from the North Dakota Bureau of Criminal Investigation, resulted in Rosemore's arrest. Incriminating evidence was found on his phone and vehicle.
Rosemore was extradited back to Wisconsin where he remained in custody as state and federal prosecutors worked together on the case. At sentencing, Judge Griesbach highlighted that Rosemore had previously been convicted for similar conduct and emphasized the need for a lengthy prison term for punishment, deterrence, and public protection.
