A Texas man, Tracy Allen Reilly, was found guilty of failing to register as a sex offender by a federal judge in Great Falls. The announcement was made by U.S. Attorney Kurt Alme. Reilly, aged 60, faces a potential sentence of 10 years in prison, a $250,000 fine, and at least five years to a lifetime of supervised release.
The case was presided over by Chief U.S. District Judge Brian M. Morris who will determine the final sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is scheduled for October 1, 2025. Reilly remains in custody pending further proceedings.
Court documents revealed that Reilly was convicted in Texas in 1995 for aggravated sexual assault of a child and served 20 years in custody. Upon his release in 2014, he was required to register as a sex offender for life. In July 2018, he faced another felony conviction for violating sex offender registration requirements in Texas.
After signing additional registration forms in 2022 and June 2023, Reilly moved to Montana later that year without registering as required. He camped on federal land near Homestake Lake in Jefferson County where local authorities advised him to register.
In November 2023, an officer from the U.S. Forest Service identified Reilly as non-compliant during patrols around Homestake Lake and reiterated the need for registration when they met again in January 2024. Despite these warnings, Reilly did not comply with registration requirements.
On November 6, 2024, a Grand Jury indicted Reilly under charges related to failure to register as per the legal code outlined in 18 U.S.C. § 2250(a). He was subsequently arrested in December of that year.
The prosecution was handled by the U.S. Attorney’s Office with investigative efforts from the U.S. Marshals Service, U.S. Forest Service, and Jefferson County Sheriff’s Office.
