A former tutor from Suffolk County, New York, Stephen Andrew Cipkin, 38, has been sentenced to 65 years in prison. United States District Judge Dee D. Drell also imposed a lifetime of supervised release on Cipkin for two counts of enticement of a minor to engage in sexual activity.
Cipkin was charged with enticing minors and pleaded guilty on August 13, 2024. He admitted that between January and April 23, 2022, he used electronic devices to persuade a minor female under the age of 18 to engage in sexual activities. Posing as an adolescent female online, Cipkin established contact with the victim through a fake account and later revealed his true identity after gaining her trust. He requested sexually explicit images from the victim and arranged to meet her for sexual intercourse. After obtaining these materials, he used them as leverage against the victim.
In April 2022, Cipkin traveled from New York to Natchitoches, Louisiana, where he met the minor and took her to a hotel in the Western District of Louisiana for sexual intercourse.
Additionally, Cipkin confessed that from January 1, 2021, until January 1, 2022, he engaged in similar activities with another minor female in Tennessee using an online account to initiate contact.
The investigation was conducted by the Federal Bureau of Investigation and Natchitoches Parish Sheriff’s Office. Assistant United States Attorney Casey N. Stelly prosecuted the case in the Western District of Louisiana.
