Four charged in drug distribution conspiracy involving over 30 kg of cocaine

On May 20, 2025, a federal grand jury indicted four individuals on charges related to a conspiracy to distribute significant quantities of cocaine and methamphetamine in Green Bay, Wisconsin. Acting United States Attorney for the Eastern District of Wisconsin, Richard G. Frohling, made the announcement.

The indictment lists Ruben Salgado Espinoza (50) from Rockford, IL; Pablo Sifuentes Navarro (20) from Rockford, IL; Pedro Sifuentes Navarro (20) from Louisville, KY; and Sanjuana Montenegro Ochoa (27) from Rockford, IL as defendants. They face various charges including conspiracy to distribute over five kilograms of cocaine and other related offenses.

According to court records, DEA agents seized 30 kilograms of cocaine on April 22, 2025, from vehicles occupied by Ruben Salgado Espinoza and the Sifuentes Navarros in Green Bay. The documents allege that they anticipated receiving $495,000 in cash for the cocaine. Prior allegations include distributing one kilogram of cocaine and one pound of methamphetamine.

All four defendants are reportedly Mexican nationals who entered the United States illegally. Ruben Salgado Espinoza had previously been deported to Mexico.

If convicted on the conspiracy charge alone, each defendant faces a mandatory minimum sentence of ten years with potential life imprisonment.

The case is under investigation by several agencies including the Drug Enforcement Administration – Green Bay Resident Office (DEA-GBRO), DEA – Rockford office, Brown County Drug Task Force, Lake Winnebago Area Metropolitan Enforcement Group – Drug Unit (LWAM), and Wisconsin Department of Justice – Division of Criminal Investigation (DOJ-DCI). Assistant United States Attorney Alex Duros will prosecute the case.

The legal process presumes all defendants innocent until proven guilty beyond reasonable doubt in a fair trial.
