The United States government has granted Green Corridors, LLC permission to construct, maintain, and operate a commercial elevated guideway border crossing near Laredo, Texas. This authorization comes as part of a Presidential Permit issued on June 9, 2025.
The permit allows the construction of an elevated guideway and bridge over the Rio Grande. It will connect inland terminals near Monterrey, Mexico in Nuevo Leon state with Interstate 35 north of Laredo, Texas. The project is described in detail in the "Presidential Permit Application: Green Corridors Intelligent Freight Transportation System," submitted by Green Corridors on October 3, 2024.
Several conditions accompany this permit. "The Border facilities herein described and all aspects of their operation are subject to all the conditions, provisions, and requirements of this permit," states Article 1. The facilities' construction and operation will be inspected by relevant federal, state, and local agencies.
Green Corridors must comply with applicable federal laws regarding environmental impacts. They are required to mitigate any adverse effects caused by the project and hold harmless the United States from liabilities related to environmental contamination.
Furthermore, before starting construction activities, Green Corridors must obtain necessary permits at federal, state, and local levels. They also need approval from U.S. Customs and Border Protection for plans detailing funding for inspections procedures and operations maintenance costs.
Before initiating construction work on the border crossing facilities themselves, concurrence from both the United States Section of the International Boundary Water Commissions (United States & Mexico) is mandatory.
This permit includes clauses for possible transfer or changes in ownership or control of these facilities only after obtaining express presidential approval.
