The Bureau of Prisons (BOP) has announced new leadership appointments aimed at enhancing its operations and supporting staff. Director William K. Marshall, III, shared his commitment to address staffing shortages, reduce overtime, and improve wellness within the agency.

Marshall said, "Fulfilling these promises requires strong, experienced leadership at every level." He introduced Josh Smith as Deputy Director and Rick Stover in a role focused on implementing the First Step Act.

Josh Smith brings over two decades of experience working with corrections leaders nationally and internationally. He founded the Fourth Purpose Foundation to aid agencies in staff wellness programs and rehabilitative programming. As Deputy Director, Smith aims to ensure that the First Step Act's implementation is transformative.

Rick Stover has 28 years of operational experience within the Bureau, having risen from Case Manager to Senior Deputy Assistant Director. His work includes developing the First Step Act Time Credits policy. Stover's expertise will be crucial in executing complex reforms.

Marshall emphasized that both appointments are vital for fully implementing the First Step Act, which aligns with President Donald J. Trump's agenda for criminal justice reform. "Together, Josh and Rick will enhance the leadership team," he said.

With these appointments, Marshall aims to build an agency that supports its staff and upholds high standards of professionalism and safety.
