Angela Saar, a former fiscal manager for the Children’s Advocacy Center of Northeastern Pennsylvania (CAC/NEPA), has been sentenced to 366 days in prison followed by three years of supervised release. The sentencing was delivered by Senior United States District Judge Malachy E. Mannion on May 29, 2025.
Acting United States Attorney John C. Gurganus reported that Saar, aged 51 and residing in Olyphant, Lackawanna County, Pennsylvania, engaged in a fraudulent scheme from November 2018 to June 2022 while working at CAC/NEPA. The organization, established in 1998 as a private non-profit entity, focuses on child abuse and neglect assessment and treatment.
Saar's fraudulent activities involved diverting payments from CAC/NEPA bank accounts into her personal accounts. These included false mileage reimbursements and inflating her bi-weekly paychecks significantly. As a result, she is required to pay restitution amounting to $411,940.11 to CAC/NEPA.
In addition to defrauding CAC/NEPA, Saar also deceived another charitable organization in Lackawanna County but made restitution before her sentencing. She must report to the Bureau of Prisons by June 20, 2025.
The Federal Bureau of Investigation (FBI) – Scranton Resident Office of the Philadelphia Division conducted the investigation with Assistant U.S. Attorney Luisa Berti prosecuting the case.
