Richard Frohling, Acting United States Attorney for the Eastern District of Wisconsin, announced a federal indictment against Brandon M. Boogren, 29, from Shawano, Wisconsin. The indictment alleges that Boogren used a minor to produce child pornography in violation of Title 18, United States Code, Section 2251(a).
Court documents indicate that in May 2019, Boogren created several videos involving himself and a two-year-old child engaged in sexually explicit conduct. It is further alleged that he distributed these images to an individual in Houston, Texas via the internet.
If found guilty of the charges outlined in the indictment, Boogren faces a mandatory minimum sentence of 15 years imprisonment and could face up to 30 years imprisonment. Additionally, he may be fined up to $250,000 and would be required to register as a sexual offender under both state and federal law.
The case is part of Project Safe Childhood, an initiative launched by the U.S. Department of Justice in May 2006 to address child sexual exploitation and abuse. This initiative aims to marshal federal, state, and local resources to locate and prosecute individuals exploiting children online and rescue victims. The investigation was conducted by the Federal Bureau of Investigation with assistance from the Shawano County Sheriff’s Office. Assistant United States Attorney Daniel R. Humble will prosecute the case.
It should be noted that an indictment is merely a charge and does not constitute evidence of guilt. The defendant is presumed innocent until proven guilty beyond a reasonable doubt at trial.
