Eurovia Atlantic Coast, LLC, also known as Northeast Paving, along with the Lane Construction Corporation and Stantec Consulting Services, Inc., have collectively agreed to pay $1.37 million. This payment resolves allegations related to false claims for payment concerning the rehabilitation of Runway 2-20 at Westfield-Barnes Regional Airport in Massachusetts. The companies have admitted responsibility for the issues surrounding the project.
The airport serves as an operational center for the Massachusetts Air National Guard’s 104th Fighter Wing. In 2012, a project began to rehabilitate Runway 2-20 using federal, state, and local funds. The City of Westfield had agreements with Stantec for design and engineering services and with Lane Construction for the rehabilitation work. Northeast Paving later acquired some assets from Lane Construction.
In 2019, cracks appeared on the runway where concrete met asphalt due to a missing track specified in the plans. This led to repair efforts by the City of Westfield and the Massachusetts Department of Transportation, forcing a temporary relocation of the 104th Fighter Wing.
U.S. Attorney Leah B. Foley emphasized that contractors must fulfill their obligations, especially when safety is involved. Brian C. Gallagher from the Department of Transportation's Office of Inspector General stated that this settlement underscores accountability for contract performance standards.
Christopher M. Silvestro from DCIS highlighted that ensuring warfighter safety is crucial and that this settlement shows collaboration between law enforcement agencies to uphold contractual requirements.
The announcement was made by U.S. Attorney Foley along with officials from DOT-OIG and DCIS. Assistant U.S. Attorney Christopher Morgan managed this case.
