Peace agreement signed between DRC and Rwanda

On June 27, Secretary of State Marco Rubio, Under Secretary for Political Affairs Allison Hooker, and Senior Advisor Massad Boulos facilitated the signing of a Peace Agreement between the Democratic Republic of the Congo (DRC) and the Republic of Rwanda. Foreign Minister Thérèse Kayikwamba Wagner signed for the DRC, while Foreign Minister Olivier Nduhungirehe represented Rwanda. Secretary Rubio acted as a witness during the ceremony. The event was observed by African Union Chairperson Mahmoud Ali Youssouf, Togolese Foreign Minister Robert Dussey representing the African Union, and Qatari Minister of State Mohammed bin Abdulaziz Al-Khulaifi.

The signing is considered a significant step towards peace and prosperity in the DRC, Rwanda, and the Great Lakes region of Africa. It builds on a Declaration of Principles signed by both nations on April 25, 2025. The agreement emerged from months of negotiations led by Senior Advisor Boulos and addresses issues related to governance, security, and economic integration. This comprehensive agreement aims to tackle longstanding conflicts and promote regional stability.

The United States has committed to supporting the implementation of this agreement in coordination with the African Union, Qatar, and Togo. Future engagements are planned to ensure that both parties fulfill their obligations under this new accord.

A Summit of Heads of State is expected to be hosted at the White House in coming weeks to further discussions on peace and economic cooperation.
