Trump ends most Syria sanctions while maintaining others

President Trump has issued a new Executive Order terminating the Syria Sanctions Program and the national emergency concerning Syria, effective July 1. Despite the termination of this program, sanctions will continue for individuals and entities connected to Bashar al-Assad, human rights violators, captagon traffickers, those linked to Syria’s previous proliferation activities, ISIS and Al-Qa’ida affiliates, as well as Iran and its terrorist proxies. The order also allows some relaxation of export restrictions to Syria.

The decision is part of President Trump's strategy to build a new relationship with a stable and peaceful Syria. The administration is considering suspending the Caesar Act fully, addressing the Foreign Terrorist Organization designation of Hay’at Tahrir al-Sham (HTS), reviewing Specially Designated Global Terrorist designations of HTS and President al-Sharaa, and evaluating Syria's State Sponsor of Terrorism status. There are also plans to seek additional sanctions relief through United Nations channels.
