U.S. lifts some Syria sanctions; aims for regional stability

ORGANIZATIONS IN THIS STORY

The President has ordered the cessation of sanctions against Syria, aiming to provide Syrians with an opportunity for progress. The Department of State's actions today implement President Trump's Executive Order (E.O.) from June 30, 2025, titled 'Providing for the Revocation of Syria Sanctions.'

U.S. sanctions that remain are intended to ensure accountability for Assad and others who destabilize Syria or the region. These measures now focus on individuals and entities associated with malign behavior, including drug trafficking, WMD proliferation, terrorism, human rights abuse, or activities linked to Iran and its proxies.

Several entities have been removed from sanction lists following this order. Under section 7432(b)(1) of the Caesar Syria Civilian Protection Act of 2019 (22 U.S.C. 8791 note), the Secretary of State certified that waiving sanctions is in the national security interests of the United States for certain individuals and entities: ADAM TRADING AND INVESTMENT LLC, AL-QATTAN Wassim Anwar, AL-ZUBAIDI Khaled, INTERSECTION LLC, MURUJ CHAM INVESTMENT AND TOURISM GROUP, APEX DEVELOPMENT AND PROJECTS LLC, KALAI Nader, AL-AMAR ONE-PERSON LLC, TIMEET TRADING LLC, and Aleksey Makarov.

Additionally, sanctions are terminated on several military divisions previously designated under E.O. 13894: FOURTH DIVISION OF THE SYRIAN ARAB ARMY and FIRST DIVISION OF THE SYRIAN ARAB ARMY along with NATIONAL DEFENSE FORCES. Sanctions on SYTROL were also lifted as it was designated under the Iran Sanctions Act.

These changes mean all property and interests in property within U.S. jurisdiction belonging to these persons are unblocked. Entities owned by blocked persons are similarly unblocked if ownership exceeds a 50 percent threshold.

The U.S. government's sanctions strategy relies not only on designating individuals but also on removing them when legally appropriate. The goal is to encourage positive behavioral change rather than impose punishment.

More information regarding designations can be found in Treasury’s Press Release.
