The President's order outlines several key policies, including rapidly eliminating taxpayer costs associated with these subsidies, strengthening repeals and modifications to wind and solar tax credits under the One Big Beautiful Bill Act, and ending taxpayer support for "green" energy sources controlled by foreign adversaries.
Within 45 days following the enactment of the One Big Beautiful Bill Act, the Secretary of the Treasury is instructed to enforce the termination of clean electricity production and investment tax credits for wind and solar facilities. This includes issuing guidance to prevent circumvention of policies related to construction eligibility.
Additionally, enhanced Foreign Entity of Concern restrictions are to be implemented promptly. The Department of the Interior is tasked with reviewing regulations that may provide preferential treatment to wind and solar facilities compared to dispatchable energy sources.
Reports detailing findings and actions taken under this order are expected within 45 days from both the Secretary of the Treasury and Secretary of the Interior.
President Trump's order clarifies that it should not impair existing legal authorities or functions related to budgetary or legislative proposals. Implementation will be consistent with applicable law and appropriations availability. Costs for publication will be covered by the Department of the Treasury.
