On July 9, the Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy, known as the "123 Agreement," between the United States and Thailand entered into force. This agreement supports Executive Order 14299, which focuses on deploying advanced nuclear reactor technologies for national security. The Department is advancing the President's objectives through this agreement.

The 123 Agreement establishes a framework for peaceful nuclear cooperation with Thailand, emphasizing a mutual commitment to nuclear nonproliferation. It allows for the transfer of nuclear material, equipment (including reactors), components, and information for nuclear research and civil energy production.

Civil nuclear energy is seen as contributing to energy security and economic growth by providing a reliable domestic power source. The agreement aims to enhance bilateral cooperation on energy security and strengthen diplomatic and economic ties. It also seeks to foster commercial relations between the U.S. nuclear industry and Thailand regarding advanced reactors while supporting Thailand's energy goals and creating jobs in both countries through deploying advanced U.S. nuclear technologies.

The United States anticipates developing a strong civil nuclear energy partnership with Thailand in the future.
