Secretary of Defense Pete Hegseth announced the presidential nominations of Marine Corps Lt. Gen. Michael J. Borgschulte and Navy Vice Adm. Yvette M. Davids on July 18, 2025.
Lt. Gen. Borgschulte is nominated for reappointment as a lieutenant general with an assignment as superintendent at the U.S. Naval Academy in Annapolis, Maryland. He currently serves as deputy commandant for Manpower and Reserve Affairs in Quantico, Virginia.
Vice Adm. Davids is nominated for reappointment to her current rank and will serve as deputy chief of Naval Operations for Operations, Plans, Strategy, and Warfighting Development at the Pentagon in Washington, D.C. She is presently the superintendent at the U.S. Naval Academy.
Secretary of the Navy John C. Phelan congratulated both nominees, highlighting their leadership qualities and contributions to naval service.
Phelan stated: "I offer my sincere congratulations to Marine Corps Lt. Gen. Michael J. Borgschulte on his nomination to serve as the next Superintendent of the United States Naval Academy." He noted that if confirmed, Borgschulte would be the first Marine to hold this position.
Phelan also praised Vice Adm. Davids: "Her strategic vision and operational depth will be an exceptional asset to the Navy and the Department of Defense."
Vice Adm. Davids expressed her gratitude: "I'm honored to be nominated as Deputy Chief of Naval Operations for Operations, Plans, Strategy, and Warfighting Development."
