Implementation guidance is expected within 120 days from the Office of Management and Budget (OMB), alongside other agencies. This guidance will consider technical limitations and ensure compliance without disclosing sensitive data unnecessarily.

Agencies are instructed to incorporate terms in contracts requiring LLMs to adhere to these principles, with costs for noncompliance falling on vendors. Exceptions may be made for national security systems.

The order concludes by clarifying its limitations: "Nothing in this order shall be construed to impair or otherwise affect...the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals."
