Two men charged after $1 million worth of cocaine seized in revere

Two Massachusetts residents have been arrested following the seizure of about 73 kilograms of cocaine in Revere, authorities said. Noel Betances, 42, of Chelsea, and Reylin Segura, 31, of Boston, face charges of conspiracy to distribute and possess with intent to distribute controlled substances. Both appeared in federal court in Boston.

Court documents state that law enforcement began investigating suspected narcotics shipments from Puerto Rico to Massachusetts in 2023. Betances was allegedly seen collecting these packages and transporting them to locations in Chelsea, Revere, and Boston. On August 12, 2025, investigators observed Betances leaving a residence at 16 Rand Street in Revere with a box that he reportedly gave to Segura in exchange for a plastic bag. Authorities allege the box contained four kilograms of cocaine and bundled cash. A later search at the same address led to the discovery of an additional 69 kilograms of cocaine and hundreds of thousands of dollars in cash. The total value of the seized cocaine is estimated at over $1 million.

The charge carries a potential sentence of up to 20 years in prison, at least three years supervised release (with a maximum possible term up to life), and a fine up to $1 million. Sentencing will be determined by a federal district court judge based on U.S. Sentencing Guidelines and relevant statutes.

United States Attorney Leah B. Foley announced the arrests along with officials from the Federal Bureau of Investigation’s Boston Division; Drug Enforcement Administration’s New England Field Division; Massachusetts State Police; and United States Postal Inspection Service’s Boston Division. The investigation also received support from local police departments in Revere, Boston, and Worcester. Assistant U.S. Attorney Samuel R. Feldman is prosecuting the case.

This case is part of Operation Take Back America—a Department of Justice initiative focused on combatting illegal immigration as well as eliminating cartels and transnational criminal organizations through collaboration between Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

Authorities remind that all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
