Saul Castillo-Crespo, a 28-year-old Mexican national, has been indicted in U.S. District Court for violating the Sex Offender Registration and Notification Act (SORNA) and for illegally re-entering the United States after deportation. The indictment was unsealed following his arrest in June.
Castillo-Crespo was previously convicted in August 2017 by D.C. Superior Court for kidnapping and sexually abusing an intoxicated stranger in Northwest Washington. He received a five-year prison sentence and was deported to Mexico in January 2023. Authorities allege that he returned to the United States unlawfully in March 2025, failed to register as a sex offender as required by law, and was arrested by local police three months later.
“This defendant has repeatedly crossed the border illegally to commit multiple crimes in the District of Columbia,” said U.S. Attorney Pirro. “He’s a poster boy for the kind of threat that we are determined to remove from our community.”
According to court documents, Immigration and Customs Enforcement (ICE) became aware of Castillo-Crespo's presence after Metropolitan Police Department officers arrested him on June 27, 2025, charging him with unlawful entry and destroying property. At the time of his arrest, he used the alias “David Crespo.” On July 16, law enforcement fingerprinted him under this name; subsequent FBI analysis confirmed his identity as Castillo-Crespo. ICE verified that these fingerprints matched those of a previously deported individual.
The original offense occurred on May 7, 2017, when Castillo-Crespo encountered an intoxicated woman near Lafayette Square in downtown Washington during early morning hours. Despite her repeated requests to go home and efforts to leave his apartment building on Seventh Street NW, he prevented her from leaving and ultimately assaulted her inside the building—a sequence documented by surveillance cameras.
The case is being investigated by U.S. Immigration and Customs Enforcement along with the Metropolitan Police Department. Assistant U.S. Attorneys Josh Satter and Kyle McWaters are prosecuting.
