Two non-citizens charged with assaulting federal immigration agents in Maryland

Two men living in the United States without legal status have been charged with assaulting and resisting federal immigration officers during separate incidents in Maryland, according to an announcement from the U.S. Attorney’s Office for the District of Maryland.

Adolfo Nimrod Hernandez-Ramos, 42, a citizen of Honduras, and Tony Marcos Ferreira-Dos Santos, 30, a citizen of Brazil, each face charges related to assaulting and interfering with federal officers. Authorities say both men are unlawfully present in the country.

The charges were announced by Kelly O. Hayes, U.S. Attorney for the District of Maryland, along with Acting Field Office Director Nikita Baker of U.S. Immigration and Customs Enforcement – Enforcement and Removal Operations (ICE-ERO), Baltimore Field Office; and Acting Special Agent in Charge Evan Campanella of Homeland Security Investigations (HSI) – Baltimore.

On June 6, 2025, ICE officers had information that Hernandez-Ramos entered the United States without inspection. Officers observed him leaving his Catonsville residence and followed him to a shopping center where he parked his car. When law enforcement approached, Hernandez-Ramos fled on foot into a store. During attempts to arrest him, authorities allege he kicked at officers, flailed his arms, grabbed a table for resistance, and clinched his limbs together to prevent arrest. Officers managed to secure one handcuff before Hernandez-Ramos allegedly grabbed it and told an officer: “I’m going to slice your eye out.” Officers eventually took him into custody after sustaining several injuries during the confrontation.

In another incident around June 8, 2025, two ICE officers went to a location in Wicomico County wearing tactical vests labeled “POLICE.” They encountered two individuals—one subject to a final removal order—and later identified Ferreira-Dos Santos as the second person present. Both men ran from law enforcement when approached by ICE officers. After apprehending the individual subject to removal proceedings, authorities found Ferreira-Dos Santos nearby. He allegedly resisted arrest and struggled physically with officers before being taken into custody.

These prosecutions are part of Operation Take Back America—a national initiative led by the Department of Justice aimed at addressing illegal immigration issues and targeting criminal organizations.

“U.S. Attorney Hayes commended ICE-ERO and HSI for their work in this investigation and BCPD for its valuable assistance,” stated her office’s release. “Ms. Hayes also thanked Assistant U.S. Attorneys Michael C. Hanlon and Gerald Collins, as well as Special Assistant U.S. Attorney Carolyn Mills, who are prosecuting these cases.”

Officials emphasized that criminal complaints represent allegations only: “A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.”
