ICE arrests two noncitizen sex offenders released from New York prison

On August 12, officers from U.S. Immigration and Customs Enforcement (ICE) arrested two individuals, Michael Kabiona and Noe Alberto Flores Sandoval, following their release from Wende Correctional Facility in Alden, New York. Both men had been convicted of felonies involving crimes against children.

Michael Kabiona, a 54-year-old citizen of the Democratic Republic of Congo, was found guilty of sexual misconduct with a child in Buffalo and sentenced to 12 years in prison. He entered the United States in 2011 and later violated the conditions of his admission.

Noe Alberto Flores Sandoval, a 31-year-old from El Salvador, was convicted for attempting to rape a child under the age of 15 in Nassau County and received a three-year prison sentence. After being removed from the United States in May 2021, Flores Sandoval reentered the country illegally at an unspecified date.

Both individuals were taken into ICE custody after their release from state prison. They remain detained while awaiting further proceedings related to their removal from the United States.

“There is no place in our society for these vile child predators,” said ICE Enforcement and Removal Operations Buffalo Deputy Field Office Director Joseph Freden. “We will continue our congressionally mandated mission to preserve public safety and national security by keeping dangerous criminal aliens out of our communities. I am grateful to our brave officers for their tireless dedication, and to our law enforcement partners for their cooperation and support.”
