Two men face charges after alleged abduction from Oklahoma casino

U.S. Immigration and Customs Enforcement (ICE) has issued arrest detainers for two men, Luis Miguel Dominguez-Barrios and Jose Fernando-Lux Morales, who are currently in custody in Kansas on charges related to the kidnapping and sexual assault of a woman. Dominguez-Barrios is being held on a $1 million bond after being charged with rape, aggravated criminal sodomy, and aggravated kidnapping. Morales faces a $500,000 bond for aggravated kidnapping.

According to authorities, Arkansas City Police responded to a reported kidnapping at approximately 1:18 a.m. on August 17, 2025. The female victim told police she was taken against her will from the First Council Casino & Resort in Newkirk, Oklahoma. She reported that both suspects sexually assaulted her during the abduction and while traveling through Arkansas City.

ICE’s arrest detainers ensure these criminal illegal aliens never walk free on U.S. streets again.”

Dominguez-Barrios is identified as a Guatemalan national who entered the United States illegally via the southern border on August 31, 2013, before being released by federal authorities during the Obama Administration. His previous record includes offenses such as disorderly conduct, domestic violence, and threatening law enforcement officers.

Morales also comes from Guatemala and crossed into the United States as an unaccompanied minor in 2018.

The Department of Homeland Security stated that ICE continues its focus on apprehending and removing individuals charged with serious crimes who threaten public safety. The agency noted that cooperation with state and local law enforcement is key to keeping such individuals in custody pending removal proceedings.
