A fatal incident involving an unidentified pedestrian occurred on August 14, 2025, near a Home Depot parking lot in Monrovia, California. According to a preliminary review by the U.S. Customs and Border Protection (CBP) Office of Professional Responsibility (OPR), the event took place after U.S. Border Patrol agents conducted an enforcement action at 1625 South Mountain Avenue.
During this operation, eight individuals identified as illegal aliens were arrested and transported to an Immigration and Customs Enforcement facility in Los Angeles for processing.
Later that day, media outlets reported that a pedestrian was struck by a vehicle on Interstate 210 in Monrovia. The reports suggested the individual was fleeing from what was described as an “ICE raid.” At approximately 9 p.m., CBP OPR special agents contacted the California Highway Patrol (CHP) for more information about the incident. CHP confirmed that a vehicle-pedestrian accident had occurred at 9:50 a.m. in the eastbound lanes of I-210, about 250 feet north of where the earlier enforcement action took place.
CBP OPR stated it has not independently confirmed the identity or biographical details of the deceased individual reported by media sources. Efforts are ongoing with local law enforcement to identify the decedent.
On August 15, CBP OPR interviewed personnel involved in the enforcement action. One Border Patrol agent reported pursuing a man on foot out of the Home Depot parking lot but ended his pursuit when he saw the man run up an exit ramp toward freeway traffic. The agent said he climbed a retaining wall parallel to the ramp and shouted warnings about dangerous traffic before returning to assist with other arrests, stating he did not witness any collision.
Interviews with all eight detained individuals did not yield additional information regarding the identity of the man or further details about what happened.
CBP OPR has requested relevant information from both the County of Los Angeles Department of Medical Examiner-Coroner and CHP and will seek autopsy results if one is performed. The Department of Homeland Security Office of Inspector General has been notified about this case.
