Governor Greg Abbott has signed Senate Bill 2361, officially transferring the University of Houston-Victoria to the Texas A&M University System. The signing took place at a ceremony in the Texas Capitol on August 22, 2025.
During the event, Governor Abbott emphasized Victoria's significant economic role in Texas. "Victoria currently and in the future is going to play a pivotal economic role for our entire state," he said. He also highlighted the importance of collaboration with Victoria to ensure a well-trained workforce for the coming decades. "It is essential that we as a state work in collaboration with Victoria to ensure that they have the university system that will provide the well-trained and well-educated workforce needed for the next decade and the next century," Abbott added.
The bill was supported by Senator Lois Kolkhorst and Representative AJ Louderback, who were present at the ceremony along with leaders from what will now be known as Texas A&M University–Victoria. This change marks Texas A&M University–Victoria as the 12th institution within the Texas A&M System.
Senate Bill 2361 facilitates this transition by transferring all governance, assets, and oversight of the Victoria campus from its previous affiliation with the University of Houston System to its new home under Texas A&M.
