A federal grand jury in Puerto Rico has indicted Felix Ebdiel Muñiz-Rivera, 20, of Camuy, on charges related to the production and possession of child exploitation material. The indictment was returned on August 28, 2025. Muñiz-Rivera was arrested by Homeland Security Investigations (HSI) special agents on August 29.
Court documents allege that between June and August 2025, Muñiz-Rivera employed, persuaded, induced, enticed, and coerced two five-year-old girls to engage in sexually explicit conduct for the purpose of producing visual depictions. These depictions were reportedly created and transmitted using a cellular phone device.
Muñiz-Rivera faces two counts of production of child exploitation material and one count of possession of such material. He had his initial court appearance before U.S. Magistrate Judge Giselle López-Soler on August 29. A detention and bail hearing is set for September 4 at 11:00 AM. If convicted on the production charges, he faces a minimum of 15 years and up to 30 years in prison; for possession, up to 10 years. All counts carry a term of supervised release ranging from at least five years up to life. Sentencing will be determined by a federal judge considering the U.S. Sentencing Guidelines.

"The U.S. Attorney’s Office will relentlessly work to safeguard those most at risk by vigorously prosecuting anyone who targets our children."

González-Ramos, Special Agent in Charge from HSI Puerto Rico and U.S. Virgin Islands said: "The production of Child Pornography is considered a violent crime because of its severity and the impact of these acts to the victims.” She added: “HSI has a strong commitment with our children, to protect them, but most importantly to give them the right tools to avoid and report these crimes. We need the community to join us in this fight, let’s protect our children together. Make a pledge to protect our minors at Know2Protect.gov”
HSI led the investigation into this case.
