York County man faces federal charge for threatening U.S. House Representative

A York County resident, Troy Lamont Rishell, 48, has been charged with threatening a member of the U.S. House of Representatives. The announcement was made by the United States Attorney’s Office for the Middle District of Pennsylvania.

Acting U.S. Attorney John C. Gurganus stated that between February 28 and May 20, 2025, Rishell allegedly left multiple voicemails at the district office of a congressional representative. The messages were intended to intimidate the representative while they were performing their official duties.

The investigation was conducted by the United States Capitol Police and the United States Secret Service. Assistant United States Attorney K. Wesley Mishoe is handling the prosecution.

If found guilty, Rishell could face up to ten years in prison, supervised release after imprisonment, a fine, and a special assessment. Sentencing would occur following court consideration of federal statutes and guidelines.

The charges are allegations at this stage. "Informations are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court," according to the statement from authorities.
