Former prenatal care coordinator convicted on multiple federal fraud charges

A federal jury has found Precious Cruse, the former owner and operator of Caring Through Love, guilty on seventeen federal charges. The verdict was announced by Richard G. Frohling, Acting United States Attorney for the Eastern District of Wisconsin, on September 12, 2025.

According to evidence presented at trial, Cruse targeted pregnant women and young mothers by offering free baby items such as car seats, pack ‘n plays, diapers, and baby wipes as kickbacks to encourage enrollment in her company’s prenatal care coordination program. After enrolling these women, Caring Through Love used their personal information to submit false claims to Medicaid for services that were not provided. Many participants received only occasional deliveries of diapers and baby wipes or nothing at all.

The trial also revealed that Cruse used proceeds from the fraudulent scheme to fund luxury expenses including travel, designer clothing, and jewelry. This included an $18,000 custom diamond necklace and bracelet purchased for her toddler.

Cruse is scheduled for sentencing before Chief United States District Judge Pamela Pepper on January 20, 2026. She faces a mandatory minimum sentence of two years for aggravated identity theft charges and up to twenty years in prison for each healthcare fraud charge.

The investigation was conducted by the Federal Bureau of Investigation together with the Medicaid Fraud and Elder Abuse Control Unit. Assistant United States Attorneys Julie F. Stewart and Kate M. Biebel prosecuted the case.
