Mexican national pleads guilty to unlawful reentry charge in Oklahoma

A Mexican national has pleaded guilty to unlawful reentry after being found in Oklahoma without legal permission. Gustavo Olivares-Ramirez, also known as Rogelio Madrigal, Gustavo Olivares, and Gustavo Ramirez Olivares, age 54, admitted to one count of Unlawful Reentry of Removed Alien. The offense carries a possible sentence of up to ten years in prison and a fine of up to $250,000.

The case was investigated by the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division and the Heavener Police Department. According to the indictment, Olivares-Ramirez had previously been removed from the United States on November 12, 1997. He was discovered in the country again on June 3, 2025, without having received consent from the Secretary of Homeland Security to reapply for admission.

This prosecution is part of Operation Take Back America. The initiative aims to use resources from the Department of Justice to address illegal immigration and target criminal organizations. It brings together efforts from Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

U.S. Magistrate Judge D. Edward Snow accepted Olivares-Ramirez’s plea and ordered a presentence investigation report be completed. Sentencing will be determined by a U.S. District Court Judge after reviewing federal guidelines and statutory factors.

Olivares-Ramirez will remain in custody with the United States Marshals Service until sentencing.
