Oklahoma City men sentenced for illegal weapons and explosives offenses

Caleb Graves of Del City and Robert Allen Keefe of Oklahoma City have been sentenced to a combined total of 109 months in federal prison for offenses related to illegal possession of ammunition and an unregistered destructive device, according to an announcement by U.S. Attorney Robert J. Troester.

Graves, age 33, was charged on November 6, 2024, with being a convicted felon in possession of ammunition. Additional charges were filed on April 1, 2025, including possession of an unregistered destructive device and felon in possession of a firearm, specifically an improvised explosive bomb. On the same day, Keefe, age 25, was charged with possession of an unregistered destructive device connected to the same bomb. Federal law classifies firearms and pipe bombs as destructive devices.

According to public records, officers from the Village Police Department stopped Graves’s vehicle on August 18, 2024, and found a loaded firearm magazine. The following day, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives searched Graves’s residence and found several rounds of ammunition in his vehicle. While awaiting trial on pretrial release, Graves was arrested again on October 14, 2024; during this traffic stop by Oklahoma City Police Department officers, a hidden pipe bomb was located in his vehicle. Keefe was also arrested at that time as he was the only other passenger.

On June 6, 2025, Graves pleaded guilty to being a felon in possession of ammunition and a felon in possession of a firearm (an improvised explosive bomb). Federal law prohibits individuals with prior felony convictions from possessing ammunition or firearms—including bombs. Keefe pleaded guilty on June 9, 2025, to possession of an unregistered destructive device.

Public records show that Graves has previous felony convictions in Oklahoma County District Court for second degree burglary; possession of stolen property; conspiracy to commit a felony (case number CF-2010-4613); possession of methamphetamine (CF-2016-3849); child neglect; and possession of contraband in a penal institution (CF-2016-4096).

At sentencing hearings held this month before U.S. District Judge David L. Russell, Graves received a sentence of 72 months in federal prison while Keefe received a sentence of 37 months. Both will serve three years under supervised release after completing their prison terms. Judge Russell stated when announcing the sentences: "the seriousness of the offense and the need to provide just punishment."

The case resulted from investigations conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives along with the Village Police Department and Oklahoma City Police Department. Assistant U.S. Attorney Drew E. Davis prosecuted the case.
