Manitowoc County woman pleads guilty to multimillion-dollar money laundering scheme

Cherie Campion, a 64-year-old resident of Mishicot, Wisconsin, pleaded guilty to two counts of money laundering on September 29, 2025. The charges stem from activities involving her temporary staffing agency in Manitowoc County.

According to court documents, Campion submitted thousands of fraudulent invoices through her business. These actions resulted in losses exceeding $10 million for two separate companies—$5 million and $5,389,371.51 respectively. Authorities reported that Campion went to significant lengths to hide her fraudulent activities. She registered a proxy company with the State of Wisconsin, created a fictitious persona linked to the fake invoices, and provided false bank statements.

As part of her plea agreement, Campion admitted that the scheme was sophisticated enough to qualify for an enhancement under federal sentencing guidelines. Sentencing is scheduled for January 27, 2026, before United States District Judge Lynn Adelman.

The investigation involved multiple agencies: the Internal Revenue Service, the United States Postal Inspection Service, the Federal Deposit Insurance Corporation, and the Federal Bureau of Investigation. Assistant United States Attorney Kevin Knight prosecuted the case.

Acting United States Attorney Richard G. Frohling stated: “On September 29, 2025, Cherie Campion (age: 64) of Mishicot, Wisconsin, pled guilty to two counts of money laundering, in violation of Title 18, United States Code, 1956(a)(1)(B)(i).”

Campion's efforts included creating false documentation and using fictitious identities as part of her attempts to conceal the fraudulent activity.
