Portland man charged with assaulting federal officer near local ICE facility

A Portland resident, Tomas Plancarte-Benson, 37, appeared in federal court following allegations that he assaulted a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.

According to court documents, the incident occurred on September 27, 2025. Federal officers were attempting to clear the driveway at the ICE facility when Plancarte-Benson was among a group blocking access. Officers issued several verbal commands instructing individuals to move or clear the area. Plancarte-Benson reportedly shoved a federal officer before retreating into the crowd. He was later located and arrested near the facility.

Scott E. Bradford, U.S. Attorney for the District of Oregon, stated: “Violence at the ICE building or any other federal building will not be tolerated. If you assault a federal law enforcement officer, you will be arrested and prosecuted.”

Since June 13, 2025, there have been charges brought against 27 individuals for various offenses at the ICE building in Portland, including assaulting federal officers and damaging government property.

Plancarte-Benson has been charged with felony assault of a federal officer—a crime that carries a maximum penalty of eight years in prison if convicted. He was released on conditions pending further legal proceedings.

Authorities emphasized that a criminal complaint is only an accusation and that defendants are presumed innocent unless proven guilty.
