The United States Senate has passed the Renewing Opportunity in the American Dream to Housing Act of 2025 (ROAD to Housing Act) as part of its version of the National Defense Authorization Act (NDAA). The legislation aims to address issues related to housing supply, affordability, and pathways to homeownership.
Shannon McGahn, Executive Vice President and Chief Advocacy Officer for the National Association of REALTORS (NAR), responded to the Senate’s action with a statement: "NAR applauds the Senate for passing this bipartisan legislation that addresses housing supply, affordability and homeownership pathways. The Senate Committee on Banking, Housing, and Urban Affairs had previously approved the ROAD to Housing Act unanimously. Senators Tim Scott and Elizabeth Warren introduced an amendment that incorporated the bill into the NDAA.
The ROAD to Housing Act includes several measures intended to address diverse housing needs across America. These measures focus on reducing zoning barriers and streamlining environmental reviews in order to encourage more home construction. The act also seeks to make it easier for buyers to obtain smaller mortgages, improve appraisal processes, assist families in saving for homes, and ensure veterans are informed about their loan benefits.
Additional provisions update rules related to manufactured and modular homes while encouraging innovative building technologies aimed at lowering housing costs. The act also authorizes permanent disaster recovery efforts designed both to help communities rebuild after disasters and incorporate resilience measures.
The NDAA will now proceed to the House of Representatives where lawmakers will work out differences between their version and that passed by the Senate.
