EPA finalizes new changes for New Bedford Harbor Superfund Site

The U.S. Environmental Protection Agency (EPA) has finalized its seventh Explanation of Significant Differences (ESD) for the New Bedford Harbor Superfund Site. This ESD introduces three changes to the 1998 Upper and Lower Harbor Record of Decision.

The modifications include making 10 interim sediment caps permanent, adjusting the polychlorinated biphenyl (PCB) cleanup level for the intertidal shoreline from 50 parts per million (ppm) to 25 ppm in areas near the proposed River Walk, and implementing land-use controls to limit exposure to sediments in zones where they do not meet the residential PCB cleanup level of 1 ppm.

These changes represent a significant alteration to the Selected Remedy as outlined in the Record of Decision but do not fundamentally change its scope, performance, or cost. The final decision was reached after considering public comments.
