Secretary Noem details ICE arrests of serious offenders in Minneapolis

Secretary Noem visited Minneapolis, Minnesota, to discuss recent arrests made by Immigration and Customs Enforcement (ICE) in the area. According to the Department of Homeland Security, ICE has detained several individuals described as "the worst of the worst," including people convicted of crimes such as child sexual abuse, murder, and violent assaults.

One individual highlighted was Aldrin Guerrero-Munoz, who has been in prison since 2004 after being sentenced to 32 years for the intentional murder of his three-month-old son. While serving his sentence, Guerrero-Munoz was also convicted of assaulting another inmate. ICE placed a detainer on him and took custody on October 20, 2025, with plans to remove him from the United States.

Secretary Noem criticized local officials for not cooperating with federal immigration authorities. “Sanctuary politicians like Mayor Jacob Frey, who are refusing to work with ICE, are allowing criminals like Aldrin Guerrero-Munoz to live in our communities, unchecked. Under the leadership of President Trump, ICE is no longer allowing the guise of moral superiority and political correctness to supersede the safety and security of Americans,” said Secretary Noem. “70 %+ of ICE arrests are of illegal aliens convicted or charged with a crime in the U.S. This statistic doesn’t even include foreign fugitives, illegal aliens convicted of crimes in other countries, gang members, and suspected terrorists.”

Other cases cited by the Department of Homeland Security include:

- Francisco Javier Garcia-Olivar, from Mexico, with multiple convictions for sexual assault, including sodomy of a child, and other offenses.

- Jose Ruben Gomez Munoz, from Mexico, convicted of sexual assault and arrested for incest with a minor.

- Humberto Us-Juarez, from Guatemala, convicted of molestation of a minor and aggravated felony sexual assault.

- Jose Israel Hernandez Rivas, from El Salvador, convicted of human trafficking and commercial sex offenses.

- Manuel Betancourt-Renteria, from Mexico, with 10 convictions including assault, drug possession, larceny, and multiple traffic offenses.

- Nicolas Lopez Juarez, from Guatemala, convicted of aggravated assault with a weapon and multiple counts of driving under the influence.

- Juan Alejo-Alejo, from Mexico, previously deported, convicted of homicide by reckless driving, and arrested for driving under the influence.

- David Antonio Gonzalez Rivas, from El Salvador, convicted for drug possession and fleeing police, with 14 additional arrests for various crimes.

- Pedro Cortez Soriano, from Mexico, with a final order of removal since 2004, convicted for criminal vehicular homicide, driving under the influence, probation violation, illegal re-entry, and previously deported twice.

ICE continues its enforcement activities despite the ongoing government shutdown.
