HUD imposes 90-day foreclosure freeze for Texans after deadly flash floods

The U.S. Department of Housing and Urban Development (HUD) has announced a 90-day foreclosure moratorium on Federal Housing Administration (FHA)-insured single-family mortgages in Kerr County, Texas, following severe storms and flooding that began on July 2, 2025. HUD Secretary Scott Turner joined President Trump in visiting the affected areas to assess damage and support local families and first responders.

Secretary Turner stated, “In the areas of Kerr County, Texas, devastated by ongoing severe storms, straight-line winds, and flooding that started on July 2, 2025, Secretary Scott Turner of the U.S. Department of Housing and Urban Development (HUD) announced a 90-day foreclosure moratorium on single-family mortgages insured by the Federal Housing Administration (FHA).”

The moratorium is intended to help residents recover from what has become one of the worst floods in Texas history. The Hill Country floods have resulted in dozens of deaths according to local reports (KSAT ABC 12). The measure prohibits mortgage servicers from starting or completing foreclosure actions on FHA-insured single-family forward mortgages or Home Equity Conversion Mortgage (HECM) reverse programs within the Presidentially Declared Major Disaster Area (Housing Wire).

Secretary Turner also emphasized HUD’s commitment to long-term recovery efforts: “‘HUD is here now, but we’ll also be here for the long haul. And when I tell you that we have a group of people that really care, I do mean that. And so, we’ll be here until the end to make sure that people's lives and homes are rebuilt.’” (The Washington Stand)

During a recent Cabinet meeting at the White House, Secretary Turner opened with a prayer for victims and first responders: “Father, we’re humbled by your grace, we’re humbled by your mercy. Lord God, we surrender to you. Jesus, you are the great redeemer.” This act was noted as significant by some observers (The Western Journal).

Other administrative flexibilities were also provided for those in disaster-designated areas as part of HUD’s response measures.
