HUD highlights Opportunity Zones’ role in Indiana community revitalization

U.S. Department of Housing and Urban Development (HUD) Great Lakes Regional Administrator Duey Stroebel visited several Opportunity Zones in Indiana, including the Indianapolis Eastside Opportunity Zone and the Valley House Flats in Brookville. The tour showcased how these zones are being used to revitalize communities, with Valley House Flats noted as one of Indiana’s first investments under the original Opportunity Zone initiative.

The visit is part of HUD’s ongoing efforts to engage private sector investors and developers in discussions about expanding Opportunity Zones throughout Indiana. Regional Administrator Stroebel also announced plans to host an OZ 2.0 Launch Event on September 30th for partners across the Great Lakes Region to explore further collaboration.

HUD Secretary Scott Turner highlighted the impact of Opportunity Zones, stating they have “lifted more than one million Americans out of poverty, attracted more than $89 billion in investment, increased housing supply by more than 300,000 new residential addresses, and created more than half a million jobs.” He added that the initiative is “…a great platform and a great vehicle for us to build affordable housing and new operating businesses which will be a blessing to our country.”

Regional Administrator Stroebel commented on the ongoing momentum: “Opportunity Zones are an incredible change agent brought forth by Secretary Turner and the Trump Administration. Thanks to the permanency of OZ 2.0 we can continue to build on the momentum of this initiative, promoting significant investment in overlooked areas across Indiana and our nation.”

The Opportunity Zones program was established under the Tax Cuts and Jobs Act of 2017 to support growth in sectors such as affordable housing and mixed-use development. HUD is preparing to implement Opportunity Zones 2.0 following authorization under the One Big Beautiful Bill Act signed into law by President Trump on July 4, 2025.
